Preview Server has classic map setups!

The preview server has the map setups in it from 5 years ago! Enjoy em! We'll be working on getting these rotated out to various different servers soon. Hang in there.

This server release has 2 relevant changes:
* instead of random start state cycling, it keeps track of which map had which startstate, and uses the next start state the next time when it goes back to that map. This way all start states should see the light of day.
* fixed a bug with start state pattern matching code. It should now pick up all relevant start states as specified in the mapspec.xml file.
